I have an issue with this too. Piece of cake personalisation has been in decline since XP. Once, beingness able to set up the look of our pc the way we desire information technology seemed to be more of import to MS simply it seems to be less so these days.
The colours bachelor in Settings are very limited and bear on too many elements. The final colour in the array of those available doesn't even work! Why tin't nosotros have a full color selector, such equally we used to have, rather than the predetermined palette?
Tin't seem to get rid of the stark white taskbar colour either.
And why are the taskbar icons and then much smaller in relation to the size of the taskbar and why can't we modify it?
Windows 7 looked great, Windows ten doesn't.

check - Settings -> Ease of access -> Loftier Contrast

then go to personalisation and change colours, transparency, theme etc.

In Win seven you could utilise the High Dissimilarity to brand it act like XP.
In Win x, High Contrast is an absolute nightmare. If you alter the taskbar color, information technology changes the color everywhere else. Y'all have limited number of colors and you tin't specify things.

If you change the taskbar color, it changes the color everywhere else. Yous take limited number of colors and you lot can't specify things.
That but about sums information technology up. So does a word I can't echo here...
